Why does my Fender Twin Reverb clean channel sound distorted?

I just retubed my fender twin reverb because I was getting kind of a distorted sound through the amp clean channel, even at low volumes. Tubes did not solve the problem, and i am certainly not getting that classic Fender "glass" clean sound that I get in my Hot Rod Deville (anyone that has played through a Fender knows what I'm talking about). I've determined that it's not the speakers, power tubes, preamp tubes, or fuse. I don't know what to do besides pay a bunch of money for a diagnosis. Any ideas?

If the bias is not set correctly it can cause a distored sound.
